Oil Reserve Drawdown
Observed global oil stocks are 509 mb lower than at end-February. At the current deficit (1.89 mb/d) the 1,100 mb of IEA government stocks would be gone by 5 Jun 2028; a full Hormuz re-closure (9.3 mb/d) brings that to 27 Feb 2027.
331 of 426 mb of the IEA collective action delivered by 30 Sep 2026; 96 mb still to come.

Caveats
- The IEA does not publish deliveries by country. Country release totals come from national agencies and press and are incomplete; the UK and Türkiye have not published volumes.
- Japan's current rate comes from rounded day counts in METI's quick estimate. One day of cover is about 1.76 mb, so the rate is coarse.
- China: Kpler's record September draw of about 1.6 mb/d sits against roughly 0.53 mb/d implied by official data. The state reserve (about 360 mb, EIA estimate) is untouched and still being filled.
- South Korea lends crude to refiners and is repaid in kind. Gross lending is 32.7 mb but the net stock is flat, and 4.17 mb of its 100 mb is sanctioned crude it cannot use.
- Europe: part of Germany's and France's July rise in days reflects a lower required minimum, not refilling. Denmark, Estonia and Greece likely report on the 61-days-of-consumption basis. Eurostat zeros are missing values and are shown as not published.
- United States: awards end in December, taking the SPR to about 242 mb. Some 216 mb (including a 44 mb premium) is due back from early 2027, so the empty date is hypothetical arithmetic, not a forecast.
- Scenario runways are outer limits for reserves. In practice commercial stocks, demand cuts and rerouted supply absorb most of a deficit.
